I shall be glad of your approval of this proposal which appears to me to be the best means of securing the desired object of developing a suitable residential locality for Europeans. In the meantime in order that the project may not be killed, in which case there might be a difficulty in resuscitating it, I have authorized four applicants to proceed at their own risk with the building of houses on the torms of an annual permit to occupy.
